Joule Pacific was established to provide independent, senior-level engineering advisory for energy infrastructure development across Australia and the Asia-Pacific region.

The firm operates on a clear principle: the most critical technical decisions on complex infrastructure projects should be made with independent expert advice — not delegated to junior team members within large consulting structures.

Joule Pacific experts have 25+ years of civil and geotechnical engineering expertise and specialize in project development, technical management, and advisory experience across hydropower, pumped storage, dam engineering, renewable energy, and civil infrastructure on worldwide projects.

Principal — Jens Meissner

Jens Meissner brings an uncommon combination of technical engineering depth and direct experience managing the commercial, contractual, and financing dimensions of complex energy and infrastructure projects.

His career spans senior roles with large multidisciplinary consultancies, where he managed Dams & Hydro business units South Asia and Australia with a team of up to 60 staff and a project portfolio exceeding USD 1B in construction value — alongside long-term consulting relationships with the World Bank Group and DFAT/AIFFP that have shaped hydropower development across the Pacific and Southeast Asia.

He has led or provided senior advisory on projects spanning prefeasibility through financial close, EPC procurement, construction delivery, and asset refurbishment across hydropower, pumped storage, dam engineering, wind energy, and large civil infrastructure.

Jens holds Masters of Civil and Geotechnical Engineering. He is fluent in English and German and is based in Melbourne, Australia.

Every engagement is led directly Senior Principals. Specialist subconsultants and network partners are engaged where specific technical disciplines require it — working as an integrated team with one point of accountability.

This structure gives clients direct access to senior expertise throughout the engagement — not only at project initiation or key milestones. It also allows Joule Pacific to move quickly, adapt to project needs, and maintain the independence that defines credible technical advisory.

Engagements range from rapid targeted assessments and peer reviews through to long-term Owner's Engineer or Project Manager roles embedded within the client organisation.
